But what does "stirred up" really mean?

In SUMMARY, "stirred up" means:
raised up
caused
made
It you want to incur GOD's pleasure, all you need to do is obey His commands.
The LORD is fair, just, and merciful.
1 John 5:3

that we keep his commandments:
and his commandments are not grievous.
After all, He always loves, and protects you.
GOD will never do anything to harm you.
2 Timothy 3:16-17

thoroughly furnished unto all good works.
Harm only happens when we bring it upon ourselves.
Through our hard-heartedness, or disobedience.
Better to be on GOD's side.
As Israel only knows too well.
Except we humans, always test the patience of GOD.
His Son, JESUS, already showed the way to obedience.
Philippians 2:8

8 And being found in fashion as a man,
he humbled himself,
and became obedient unto death,
even the death of the cross.
The true born again loves obeying GOD.
He will never trust his own mind.
GOD's will becomes his will.
Inner peace results from that.
All these, the HOLY SPIRIT teaches us.
